Agni literally means fire. Agni, kala, Bhimani, Devata. So this is a Devata, a god, small G-gah who presides over time. And then what happens? Tatra Prayata, passing along this path,. going along this path, the who are we talking about? Not everybody. It may not be described at all in this language, but all religions speak of heavenly guides or beings who help take the departing soul to the presence of God. If you are devoted to God after death you go to heaven, that's what it means here. Just cities of mystical experiences you have one after another.
