Empire is healed, but he's really paranoid. He had his has his shadow master killed for not stopping the assassin attack. And apparently no one has any idea who hired these assassins or let them in. So they wants to scan dawn and dusk memories to make sure that they weren't the ones who hired the assassins. The beginning of the scene with him getting healed is really funny.
