I do not think that modern warfare is completely hostage to the weather but there certainly are weather effects that have to be taken into account. This has been a warmer winter than Mr. Putin had hoped for. So I do believe that later in the spring when the time is right, Ukraine will pose an offensive. They have surprised us over and over again with their tactical and operational acumen. they've shown great leadership and they suffer problems because remember this is a nation that pretty much disarmed itself.
