There have been multiple rounds of sanctions imposed on China since October 7. U.S. has also managed to rally its allies in an attempt to constrain China's tech advancement. In February, a Chinese spy balloon was found hovering over the Pentagon. This really derailed the efforts that were underway to repair the ties and sharpened the American domestic perception of the Chinese. The only positive out of this meeting is that the countries agreed to talk at least.
