The Rise and Fall of the Habsburg Empire
Under Franz, the empire was really forced to face its first actual revolutionary challenge. He liquidated many of the local councils and ministries all around the various Habsburg domains. This domain was essentially held together by personal loyalties to the dynasty. There was no developed sense of a shared ethnicity, way of life or political vision.
