The Long Cara Soto: The Flagship of the PDS Faction
The Long Cara Soto is the flagship faction. Their promissory note is called political favor when an agenda is revealed, remove one token from the extra player strategy pool and then discard the agenda reveal one new from the top of the agenda. This used to feel like the crux of the whole faction. We even argued for a while that they're not even a PDS faction. They're just a this flagship faction. It's never really made sense because of everything that Matt just said and the changes don't make it make more sense.
