The Incongruence of Privacy and the First Amendment
James Carville: Is the Constitution a list of rights of the individuals, or is it a list of powers assigned to the government? He says we've broken in both ways over the years and it seems to have led us to a certain incongruence in our thought when it comes to figuring out where government authority ends and where personal rights begin. Carville: We're all over the map on privacy from a constitutional perspective; I don't know if there's an answer for that.
