In the early nineties, church realized that even though we've been successful at making most of these cases disappear, there are still enough getting through to law enforcement where a random bishop or a random ward member will report that. It's almost an instance where the church, even though it was hiding and covering up a lot, it had some sort of a default policy to follow the mandatory reporting laws by default before the help line.
