I think the deindustrialization of Europe is something that's been going on for a long time and I think climate is marginal for most of the European industry. Of course, free riding is a problem but we've got a whole bunch of other problems in terms of dumping of dirty technologies in other countries which also require trade measures. For example, when you have high standards in one place, a lot of secondhand dirty kit gets exported to Africa whether it's cars, air conditioners and the energy penalty for those things are huge.
