The Hyde Amendment is an amendment to spending bills that are added every year. It basically prevents any federal dollars from going toward providing abortions. There are some exceptions to that, which is one of the things House Republicans would like to expand. But it hasn't even come up for a vote yet because there's just not the votes there.
