Is Micrasof Liable for an Intel Bug?

i wonder if ou basne as all thati be for those on the pocaston and listeningfor who have very long memories of pc pro. There is also potential, it was just dawned on me that if micrasof shipped a mitigation for an intel bug, who's liable?
