The Universe Doesn't Have a Perceiver
The universe is itself not a perceiver and so if we think that's to make adjudications about value we require a perceiver then we might be mistaken. Well I think you're quite correct that the universe itself doesn't have a perspective but you can imagine a scenario let's say where the universe was heavily populated or just more heavily populated than it is now. From some cosmic perspective now you are life or the life of that person has meaning it seems entirely intelligible.
