What Is Democracy Centralism?

democratic centralism has always been understood as the decisions being made by the central committee, not by a single leader. It would be one way of framing or curtailing safe limits around what we would consider to be practices associated with inter party democracy. So can ask, how does it stand in tension with other ideas that we've heard aboutn ers of how decisions are made in the parties?
