At its peak, this host hotel shelter program was spending more than a million a month to pay for about 250 hotel rooms. The KCRHA is supposed to be an organization that consolidates all homeless services and is on top of everything. "I think the lesson is, you know, don't give money," says CNN's Eric Liu.
