The National Soviet Republics

At the tenth party congress in march 19 21, the same one that had kicked off the n e p and introduced the banon factions. The party created a commission to study how best to integrate the huge geographic area inside the soviet orbit along with its vast region linguistic, religious, cultural and ethnic differences. In his capacity as commissar of nationalities, stallen made it clear that, in his view, the party must push for integration and unification of all these territories. Stallen argued not one soviet republic taken separately can consider itself safe from economic exhaustion and military defeat by world imperialism.
