Why Do We Have Leap Seconds?

Astronomers wish to add a ligh light second so that the rotation of the earth, as measured by clocks, atomic clocks and so forth, matches up with the rotation ofThe sun. Seems like a perfectly reasonable thing to want to do for me, ye. But there's a whole bunch of difficulties here that aren't going to go away just because mister zuckeberg doesn't like a leap second. I think he's somewhat feeble. And then what body is going to do about time on the moon, time on mars? Maybe we do need some new universal time that is truly of the universe.
