Thomas Aquinas was a main source of inspiration and gave Fortescue the contrast between different types of law. His writings then were not revolutionary in political or intellectual terms. Still, Fortescue offered a polite but firm push in the direction of a certain form of governance. He stressed the need for a council to advise and constrain the king.
