Titticksha means forbearance. Krishna prescribes it before meditation, a steady person can meditate much more easily. Stediness is control over body, senses and mind - this comes from the purification which has resulted from karma yoga. This enables all spiritual practices to be much easier, more effective. If the mind is not pure, what will happen is either there will be no taste in meditation, it will seem boring or if you force the mind to do it, it will either fall asleep or be restless.
