The term Green New Deal appeared in academic and policy debates since at least the 1990s. It was only until a coalition of grassroots environmental groups, progressive politicians and policy-ting tanks in the US advanced a new formulation that made it gain traction among public opinion. Many other actors in global north countries including in the UK and other countries in Europe have used this framework to try to frame programs with different objectives.
