You have to give them a chance. And remember that an important part of your job is communicating to your team members their performance levels, especially when they're underperforming the sooner you can share the better. This doesn't have to be a sit down like, Oh, guess what? You are underperforming. It can be as simple as saying this deliverable did not meet our expectations for your level and experience. Tell them how you want it to be better. If you don't ever do that, and then you decide to fire them, boy, you really honestly, you really have failed as a manager, in my opinion.
