Title IX: A Middle Course for Transgender Athletes

The Biden administration has rolled out a proposed rule change under Title IX. It would effectively strike down the 20 state laws that have been passed, requiring athletes to participate on teams with their actual sex rather than with gender identity. But at the same time it would allow schools to form policies based on safety or competitive fairness and exclude so-called trans athletes.
