There certainly is a problem with alcohol in westminster. But it's not so much of drinking compital though, cause that is a factori people's behaviour. It's more kind of like a bar culture, where a lot of the decisions about people's careers are made inside the bars. And there are people there in senior posisions of power who so hold court on the terrace bar overlooking the thames. People know that the way you evart your career in westminster is to either be part of that kind of drinking gang or go livery every night down to the strangers bar.
