David Super is a professor at Georgetown Law School and an expert in constitutional law. He says he was shocked that Justice Thomas failed to report his trips. All the justices must file annual financial disclosures, but rules about reporting gifts are unclear. "The court has shown very little interest in tightening the rules," said Super.
