The pilots engaged that vertical speed boat on the autopilot and told it to climb at 500 feet per minute. So it's disregarding speed, but te that's what they should be maintaining. And when the airplane levelled off at forty one thousand feet, it was operating in the region of reversed command. This means that the available engine thrust cannot overcome the increased induced drag associated with low air speed.
