The bill acknowledges that individuals and companies in the seconomy don't naturally move from bad sources of energy to cleaner sources of energy on their own. And so this spends money to get people to move in that direction exactly. But because this bill needed jo on to sign off on it, it doesn't go quite as far as democrats would have liked.
