The Germans Don't Trust the Italians, but That's It
The Italians don't really know what the Germans are doing. The Germans haven't told them and they don't trust them. They're both hedging around at the moment, the Mussolini goes to Germans knows that the Italians are looking for an exit from the war. And the Italians know that the Germans know that, but they're pretending that they're not going to be one and true allies because the Italians don't want to.
