How to Regulate Conflicts of Interest in Software

In the world of chemical plants and electricity transmission and distribution 20 years ago everybody started putting devices onto IP networks because they were cheaper than using these lines. Now there's been a huge big rush to re-perimeterize to put the networks in electricity substations and all refineries and so on into almost private networks where there's just one gateway between that and the internet.
