The roth conversion is really just a big giant bet on what you future tax rates will be. For most people they won't go lower than they are to day, that's highly unlikely. Probably the best idea is to always use up those low tax brackets. Never forget that the uncle sam's share is growing too. And at some point, if you do nothing, come 72 years old, you'll be forced to take that money out at prohibitive tax rates when you'll need the money most in retirement.
