How to Measure the Effects of Preventative Spending
How do you know whether these things are having a positive impact? Precisely because often you might not see the results until like 25 years down the line. I mean, let's look just for one moment. Let's look at the fact that we have a government which is built on departments. And though they say they're working across and they're working, you know, they plan for the future. But all of that is really not exactly the way that we would be doing it if we were doing it correctly. So in a way, what I'm saying is that our bill would want to address that kind of preventative spending.
