What Is a Pulsar?

A pulsar is a special kind of neutron star that is rapidly spinning the ionized material inside of it. As it spins, its magnetic poles will come and out of view, like the lights on a lighthouse or a police car. And as is the right kind of pulsar, it even flashes x rays in our direction. Yes?
