A winfall tax would be 'unconservative' and a windfull tax could help people through the cost of living crisis - but they don't want to do that. The Conservatives have intervened in the economy massively once already: during the pandemic. And so it could be that they're quite reluctant to intervene again and then become kind of an interventionist government.
