The undecided just followed the kind of collective masses and they were Huypeloy that didn't really think about life for themselves. Dante is extremely amazed at how many of the undecided dead there are already he's hardly even got into hell yet. They're following someone carrying a banner but it's a banner that as a word has got nowhere to stand so they've got to kind of keep moving.
