Kant's state is based on this same principle of universalism and so all the rights which the state is bound to protect their negative rights or you know all of our moral duties under the categorical imperative are negative duties. We don't have positive duties to other beings whereby we would have to provide certain things for them um we simply have not to transgress against their freedom right but the state's role as the protector of rights  only the state can provide thisUm it means we do actually have one positive moral duty which is to voluntarily choose to obey the laws of a just state"
