There was a lack of knowledge of what needed to be done as people became of age. We accepted that we needed to improve the system, which is why we've been able to reduce the processing time in the court's protection from about 24 weeks to 8 weeks. The vast majority of parents have the best interests of their child or young adult at heart. What would be difficult is if we suddenly found that giving people access to money, were people using that money for their own needs or using it inappropriately. And so it is difficult. You always want to sympathize with the parents of doing the right thing and you want to try and help.
