In East Los Angeles, there's not adequate bear avoidance education programs and policies to stop bear from getting human food. Once they've got human food, they potentially can become dangerous. Over $100 million was spent telling the public it's OK to approach, follow, interact with and feed bears all around. People have been known to put their kids on the backs of bears.
