Top of the volcano was only around 250 meters below sea level. There's not enough water to keep that gas inside. The magma then fragmented into little pieces. And so now you've got a whole lot of hot little pieces of magma mixing with sea water. As you go from liquid water to steam, it's about 70 times increase in vol.
