Is Everything Bad Bias?
One of the biggest societal problems stemming from noise is that we want to ascribe intentionality. So if you see an outcome caused by, let's say, a government budget projection going awry, then there's a thought we got a problem and that's it. It might be in some sense horrifying but also pleasing because it fits with what we think we know. And no, there's very little stakeholder who wants to say it's just noise. That's not how human beings work.
