Is There a Relationship Between Static Scenes and Fiction?

The protagonist is captured by the vision of people or machines engaged in a sort of happy and purposeful activity. I think there is a relationship between throughout his work, the static scenes of several people where there's a whole list of people more than you would normally put in a scene. It's like the action is captured, but it's captured in a static way. That's the thing which happened so much in this novel.
