The History of the NHL

From 67 to 74, you had that gap. And it was like there is an unwritten policy against blacks. There were a number of highly talented Nova Scotians who were playing semi pro and pro hockey in Canada in the US. The second answer is that there just weren't enough spots. Until 1967, there were only six teams in the NHL. That number doubled and then in 1974, the Washington Capitals brought Riley and Marcin on. So it seems clear that additional roster spots would mean more opportunities for black players.
