Should We Pay Referees for Every Error but He Detects?
We have a bounty system for referees. If we may be paying him for every error but he detects, then James is actually going to start checking manuscripts much more Catholic. I think everybody should know what everybody thinks. People would behave better on the refereeing side if they knew that this wasn't going to go to their buddy at the journal who sent it to them and he'll just put it in a file and nobody will ever know. And conversely, what we could have is a system of publication, which is anonymous. We divorce merit-based promotion and so forth from publication, put it on to maybe excellent in teaching. Allow publication, but have publication be anonymous.
