Foster Care and the Criminal Punishment System
Once children are placed in foster care, there are lots of incentives to keep them there. They're financial incentives to the agencies that get money from the federal government for every day the child is in foster care. There's also the incentive on judges to keep children there because they're afraid it will lead to parental termination. You don't hear about the thousands and thousands of children who are traumatized by being taken from their homes and being put into foster care.
