I think there's really probably only two choices. And biasly, I don't think even they're really choices. From an ISA standpoint, you have x86, but if you want to build an SOC on x86, you do it with AMD or Intel. There's RISC-V, which is a completely different part of the stratosphere in that it's open source and lots of different versions exist.
