Former Defense Secretary Chuck Hagel says the Senate should not be in August recess to vote on a defense spending bill. He said it's unprecedented for Congress to hold up promotion of some 200 plus members of the U.S. Marine Corps, including women and minorities. Hagel: "It is a great disservice to the men and women who wear the uniform"
