A dust transaction is one where the number h amount of sats in that u t x o is so small that the fee either eats up the whole thing or a significant portion. We have all these u t x os that really can't do anything but the king up chain space, or they're adding to data that them full nodes are having to store continuously into perpetuity. It's like how to consolidate these dust u t x s and the larger u t x as that can be spent economically in the future? That would make economic sense from an economic perspective.
