The idea of the quote super predator youth, you know, who have these never before seen levels of depravity was always there. It's worth pointing out that that era in the early 1900s that we were talking about from that comes the first ever federal anti drug law in 1914. What that law did was it made it illegal to possess cocaine. And that becomes a theme: We've always been more focused on drug possession at the user and street dealer level than we have been at the trafficker and supplier level.
