This is COVID-0 for the food, water, energy nexus. They're not wrong to ensure that power in these provinces stays on. That was a heavy tax that residents, businesses, cities paid last year when they lost the ability to keep the lights on. But does it solve the water problem? No. It will just buy them a little bit more time and hopefully get them through a weather cycle if they're looking at it like that.
