Many teachers are coming out of teacher preparation programs without knowing how to teach kids to read. The National Reading Panel identified phonics as one of five key components of effective reading instruction in 2000. Last year, the National Council on Teacher Quality analyzed syllabi from undergraduate elementary teacher preparation programs and found that most don't cover all five components.
