The Different Types of States That Care More About Regulating National Security AI
There are three buckets of states. The first bucket is sort of the cleanest and neatest. And these states are generally in favor of a ban on this technology. Then I'd say the second bucket is the United States and its many of its allies, including NATO. These are states that view the prospects of national security AI as potentially protective of people during armed conflict. As they feel bound by the laws of armed conflict, they would not deploy these systems unless they were confident that they could comply with the basic principles of distinction in the laws of war or proportionality. So it could be that Russia and China may not want to give up the battlefield advantage that they see in some NSAI
