What Does It Take for an Upper Class to Act on History?

i think one of the things i'd like to talk about at the end here is, what does it actually take for an upper class to act as an elete? They're not just doing the data day of maintaining whatever little patch of institution they have, but they're actually looking to act on history and to found new things. It seems like this is kind of the thing that the wasp sort of lost a you knowmaybe you could even argue that the modern versions of their idiology, arthe civism, or social darwinism, or whatever.
