Is There a Data Tax?

There is a lot of talk now about ownership of data, and how to ensure that people not just own their data, but profit from thei data being used. We might be moving to a world in which the main thing that is being exchanged in more and more interactions is only information. And maybe we need to have an information tax, which is not only a tax on information, it's a tax in information. You need to pay in information. Ah, and we still don't have kind of teeventhe conceptial framework to deal with such an an economy.
